Mrs. Harold E. Starcher, Jr. ("Ginny"), died December 19, 2012, at Hubbard Hospice House, Charleston, West Virginia, after a long illness. Born February 23, 1930 in Wheeling, West Virgina, the daughter of Roy William and Ella Rae Lowe Jolliffe. She is the wife of Harold E. Starcher, Jr. and mother of two children, Mark L. Starcher (Paige) Mclean, Virginia and Ann R. Starcher, Charleston, West Virginia; two grandchildren, John E. Starcher, New York, N.Y. and Margaret R. Starcher, Graz, Austria. Educated in Cameron, West Virginia schools, she received a Bachelor and Master of Arts at West Virginia University, where she also taught briefly. She worked in Washington, D.C., at the Library of Congress and the newly-created CIA. She also taught in Ripley, West Virginia and Schenectady, New York high schools and WVU-P in Ripley, West Virginia. She was an organizing member of the First Presbyterian Church of Ripley, where she served as a session member and a Sunday school teacher. She was the first woman to be elected to the West Virginia House of Delegates from Jackson County and the first woman elected to the County Commission in Jackson County. Her numerous community affiliations included President of Jackson General Hospital Auxiliary and member of the Jackson County Library and Health Department Boards. She also belonged to GFWC, Pilot Club, Jackson County Democrat Woman's Club and the Ripley Garden Club. The family extends special gratitude to Betty and all of the extraordinary care givers at the Hubbard Hospice House, who made her final days so special and peaceful. A memorial service will be held at a later date to be announced at the First Presbyterian Church in Ripley, West Virginia. In lieu of flowers, donations may be made to the Hubbard Hospice House, 1001 Kennawa Drive, Charleston, West Virginia 25311, or to the Jackson County Animal Shelter, 86 County Farm Road, Cottageville, West Virginia 25239.
